Abstract

This study aims to analyze the influence of village apparatus competence on the quality of public services in Khutung Mbelang Village, Tanoh Alas Sub-district, Southeast Aceh Regency. Competence is measured through four main dimensions: regulatory knowledge, technical skills, service attitude, and information technology utilization. The study also investigates whether demographic characteristics such as education, age, position, and training experience moderate the relationship between competence and public service quality. A quantitative approach was used, employing a survey method involving 12 active village officials selected through total sampling. Data were collected using questionnaires and analyzed using multiple linear regression and interaction moderation tests. The results show that all four dimensions of competence have a positive and significant influence on public service quality, both partially and simultaneously. Service attitude and regulatory knowledge emerged as the most dominant factors. The coefficient of determination (R²) value of 0.741 indicates that 74.1% of the variation in public service quality can be explained by the competence of the village apparatus. Moderation analysis reveals that education and training significantly moderate the relationship between competence and service quality, while age and position do not. These findings support the Competency-Based Management and New Public Service theories, and emphasize the importance of ongoing training and capacity development. The study recommends implementing competence development strategies based on actual village needs to promote professional, efficient, and participatory public service delivery
